I am having this same issue, however, when I drag and drop the files from the card to a folder on my Mac, THEN import them, it works fine. The worst thing about this is that this evening I completely forgot about this problem, and checked 'Delete from device after import' which then deleted all of the photos it couldn't import. The Photos apps may not be able to access the iPhone while Dropbox is accessing the iPhone. Have you tried disconnecting and reconnecting the iPhone after the desktop Dropbox import completes? If you enabled iCloud Photo Library on your Mac and iOS device, your photos might already be on your computer.
